What is Comprehensive Achievement and Civic Readiness?

School boards that govern districts and charter schools are required to develop comprehensive, long-term strategic plans that address the following four WBWF goals:

All children are ready for school.
All racial and economic achievement gaps between students are closed.
All students are ready for career and college.
All students graduate from high school.

Note: Due to legislative changes, third-grade reading is no longer a WBWF goal area as of the 2023-24 school year.

During the 2024 session, the Minnesota Legislature renamed WBWF to Comprehensive Achievement and Civic Readiness (CACR). This new name emphasizes dual roles for the goals set forth in district plans-supporting students with academic achievement within their pre-K through 12 experience as well as preparing them to be active members of their community after graduation.

This change will take effect as of the 2024-25 school year and will address the four WBWF goals as well as one additional goal:

Prepare students to be lifelong learners.

The Alternative Delivery of Specialized Instructional Services (ADSIS) Leadership and Implementation Team has a broad membership to coordinate, align and oversee implementation of ADSIS services. The District Assessment Committee exists to review and make recommendations, to the Principal/Coordinator Team, on the continuous improvement of the effectiveness, responsiveness, and value received from assessments used by the district. The District Assessment Committee will recommend policies and procedures to attain goals relating to assessment in alignment with the District’s Strategic Plan and the State Department of Education.

Continuous Improvement Process (CIP)

The Continuous Improvement Process (CIP) is led by the Department of Teaching & Learning Curriculum Office and is supported by the District Curriculum Committee (DCC) and Content Area Teams (CATs) at each level and discipline, as referenced in the Teaching & Learning Structure and Flow Chart. Using the continuous improvement process, Content Area Teams identify curriculum, assessment, and/or professional development needs on an annual basis. CATs use the following questions to determine curriculum needs:

Where are we now?
What do we want to accomplish?
What is our next action?
How do we make that happen successfully?

Formal Study

The Formal Study is initiated by the Department of Teaching & Learning - Curriculum Office and is carried out by Content Area Teams (CATs). The need for a Formal Study arises from a significant change in standards or when data indicates that the continuous improvement process is not working. A Formal Study requires significant human and financial resources because data needs to be reviewed, research needs to be conducted, and other districts need to be studied to analyze their practices. If it is found that a Formal Studyis needed, the district has identified a process which is detailed in this document.

District standards will be reviewed and updated when MDE adopts or revises new standards. The goal is that all district subject areas will review and modify instructional resources and practices on a yearly basis even when standards are not newly updated.
