Bluejacket Brief: Planning Ahead for Students, Schools, and Growth

Maintaining strong schools includes thoughtful planning for the buildings and spaces that support student learning every day. In Cambridge-Isanti Schools, that means planning ahead for maintenance, repairs, and future facility needs in a way that is responsible, sustainable, and aligned with the law.

One important piece of that work is Long-Term Facilities Maintenance, or LTFM. LTFM is a restricted funding source established by Minnesota law and can only be used for specific building-related needs such as roofs, heating and cooling systems, safety updates, plumbing, and accessibility improvements. It cannot be used for staffing, curriculum, classroom materials, or daily operations. Because of that, LTFM is one tool districts use to care for buildings over time, with projects prioritized based on urgency and impact.

As buildings age, repairs and replacements naturally build up over time. This is often called deferred maintenance, and it simply means there are more projects to complete than can be done all at once. LTFM is one of the main ways schools plan for and work through those needs responsibly across multiple years.

At the time of this publication, our district has about $4 million in LTFM funds available, while identified facility needs exceed $13 million, including nearly $5 million in roofing alone. The district also regularly applies for grants when available. While helpful, grants are not guaranteed and must be used for specific purposes.

A helpful way to think about this is like maintaining a home. You plan ahead for major repairs and take care of the most important needs first, knowing more will come in the future. Schools must operate in much the same way. Using funds thoughtfully over time helps avoid higher long-term costs and supports stable decision-making for students, staff, and taxpayers.

Seven years ago, our district had less than two weeks of payroll in the bank. Since then, we have worked to strengthen our financial position through careful planning and responsible budgeting. Today, that planning helps avoid sudden or unnecessary tax impacts while supporting students and maintaining safe, reliable schools.
